There is only so much a temporary assignment can do. It's not my choice whether I am permanently assigned, but until I am, there is no progress to be made, is there?

This place seems more haphazard than ingenious. That does not mean it has to be limited. Would you say then that you would give up simply due to the way it is built?

I think that depends on what you want and how you plan to go about it. I can see both as viable options.
